<正> 近年来,标准参照评定倍受推崇,因为它有助于改善教学;能够使得评定结果更加易于理解,能够发挥更大的作用;向每一个人提供机会,使得他们的成就得到确认。在英国,决策者和教育工作者尤其推崇这种评定方式。基于上述好处,设计了新的《国家课程》,通过课堂教师和国家统考对7岁、11岁和14岁的学生进行标准参照测试。为14岁以上的学生设计了标准参照性质的苏格兰国家证书考试和国家普通职业资格考试。在16岁—18岁年龄组内,有70%的青年人参加这两种考试。美国也正在开展一系列教育改革,试图为学生的学习建立一套国家标准,打算通过标准参照评定的途径推广这些标准。从而打破具有美国特色的心理测试模式和多项选择模式。其他许多国家也对这种想法发生了兴趣,因为这种想法为测量办学效益提供了一种有效的方式。可是,英国的经验表明,采用标准参照评定也会遇到若干重大问题。本文旨在探讨这些问题。
