Abstract:This discussion focuses on the basic approaches to cultivating top-notch innovative talents and clarifies several related relationships and controversies. The first controversy involves the current situation of cultivating top-notch innovative talents in the United States. Top-notch innovative talent cultivation includes a curriculum system, learning development channels, and a matching industrial development system. Regarding the industrial development system, the United States has the world's top scientific research universities and large companies, providing high-quality financial support and scientific research ecological environment for top-notch innovative talents. Secondly, it discusses the relationship between the “broad and deep” diversified curriculum system in the United States and the cultivation of top-notch innovative talents. The advantage of cultivating top-notch innovative talents in the United States lies in its “broad and deep” curriculum system that covers all stages of learning rather than the STEM curriculum. American high school students can select from dozens or even hundreds of courses, including several hundred optional courses covering both high school and university levels, instead of being limited to a few courses over a dozen years of primary and secondary education. Implementing the “broad and deep” curriculum system is supported by methods such as elective courses, credit systems, and flexible scheduling, and the curriculum system is closely linked to university admissions. Thirdly, it discusses the relationship between the American university admissions system and cultivating top-notch innovative talents. University admission in the United States does not only examine students' performances on a few courses but also includes dozens or hundreds of courses that students choose to take in primary and secondary schools. On the contrary, this encourages students to develop diversely according to their interests and strengths within the “broad and deep” curriculum system. On the other hand, the results of this development are also an essential consideration in university admissions. As a result, excellent students can develop diversely independently, and universities can recruit outstanding students who match their majors and abilities. Innovation requires sufficient freedom and autonomous development, so that diversified learning and development space are key conditions for cultivating top-notch innovative talents.
