教师地位事关教师工作积极性和职业吸引力,影响着教师队伍的稳定性和整体水平。2024年2月,联合国教科文组织发布首份《全球教师报告》,围绕教师入职标准、工作条件和工资待遇、教师权利,以及媒体形象宣传等四个影响教师地位的因素,重点分析了提升教师职业地位与吸引力的国际典型案例与成功经验。研究从以上四个维度出发,结合国际经验,基于当前我国教师地位提升的具体实践和现存问题,提出了进一步完善和提高我国教师地位的政策建议:提高教师资格准入门槛和教师培养层次;确保教师工资起薪及增幅不低于具有同等资格的其他职业;明确教师参与教育决策的形式,建立沟通对话机制,畅通参与渠道;建立常态化宣传机制,发挥媒体对教师正面形象的塑造作用。
Abstract:The status of teachers has a bearing on their motivation and professional attractiveness, and affects the stability and overall level of the teaching force. In February 2024, UNESCO released “Global Report on Teachers”, which focuses on four factors affecting the status of teachers, including entry standards, working conditions and salaries, teachers' rights, and the media's image publicity, and analyzes typical cases and successful experiences of international efforts to improve the status and attractiveness of the teaching profession. The study focuses on analyzing typical cases and successful experiences in improving the status and attractiveness of the teaching profession in the international arena. Starting from the above four dimensions, based on the current specific practices and existing problems in improving the status of teachers in China, and combining international experiences, the study puts forward policy recommendations to further improve and enhance the status of teachers in China: improve the threshold of access to teacher qualifications and the level of teacher training; ensure that the starting salary and increase of teachers' salaries are not lower than those of other professions with the same qualifications; clarify the forms of teachers' participation in educational decision-making, establish communication and dialogue mechanisms, and open up participation channels; and establish a mechanism for communication and dialog to facilitate the participation of teachers in education.
