作为联合国专门负责教育事业的国际性机构,联合国教科文组织在全球教育治理中始终发挥着重要作用,并引领全球教育变革与发展动向。以多源流理论为分析框架,考察教科文组织最新颁发的全球性教育报告《一起重新构想我们的未来:为教育打造新的社会契约》,发现该世界性教育政策议程设置的动力来源于:因气候变化、数字技术、民主倒退以及不确定的就业市场等多重时代危机叠加,致使全球教育发展的现实状况与理想承诺间尚存在显著差距为问题源流;由未来教育国际委员会所构成的政策共同体,积极参与全球教育议题并建言献策为政策源流;以教科文组织成立75周年以来始终致力于全球教育治理的历史使命与根本宗旨为政治源流;最终,三大源流在“政策企业家”及相关政策“外溢效应”的助力下实现耦合,成功推开世界教育宣言的“政策之窗”,开启全球共同擘画未来教育的新议程。
Abstract:As the international agency of the United Nations responsible for education, UNESCO has always played an important role in global education governance and has led the way in global educational transformation and development. Using the multiple streams theory as the framework for analysis, we examine UNESCO's latest global education report, Reimagining Our Futures Together: A New Social Contract for Education, and find that the world's education policy agenda is driven by: the reality of global education development versus the ideals and promises of education due to the multiple crises of our time, including climate change, digital technology, democratic regression, and an uncertain job market. The policy community formed by the International Commission on the Futures of Education, which actively participates in and contributes to global education issues, is the policy stream; the political stream is the historical mission and fundamental purpose of UNESCO's commitment to global education governance since its 75th anniversary. Finally, with the help of “policy entrepreneurs” and the “spillover effect” of related policies, the three streams are coupled to successfully open the “policy window” of the world declaration on education and open a new agenda for global cooperation in shaping the futures of education.
