长期以来,普通教育一直被认为是国家、文化和个人用以支撑自己和发展自己的工具。但在当前骚动的时代,社会需要更大的凝聚力,来避免不同社会群体间的疏远和减少不稳定。那些值得公众学习的内容,对培养千差万别的个性特别重要;因此,应对这些内容进行合理地有组织地监控和国内外的研究。世界教育的发展对一个社会中对常变价值之界定有强烈的影响。在2001年和2003年,有两个涉及到多变的价值之界定及其对教育内容之影响的研究计划得以执行。在不同国家(大多为斯堪的纳维亚国家,美国,英国和德语国家)的影响下(这些国家从各自教育文化中提供了项目支持,其中包括特殊的操作技术),欧洲的后社会主义国家正在开展形形色色的、有时颇有争议的教育改革。在过去的十年里,对教育中的意识形态和政策等事务进行的深入而热烈的讨论,证明了为普通综合高中及其他教育阶段重建课程功能体系的确很有必要。这种课程功能体系能为各个年龄段的学习者提供有关社会、情感、学术等方面的知识和能力。课程必须、也能够被适当地建构,这样就使灵活的课程实施成为可能,并使课程成为个人在日后所有的学习阶段中的牢固基石。
