欧盟的教育政策经历了一个渐进式的发展过程,不同时期,重心有所不同。1993年生效的《欧洲联盟条约》为欧盟全面介入教育领域提供了新的法律基础。此后,欧盟教育政策进入了稳步发展阶段。在未来一段时期内,作为超国家组织的欧盟和作为成员国的民族国家将持续展开竞争与合作。这将是一个复杂的互动过程。
