1997年新工党上台执政以后,对学前教育投入了空前的改革力度。新工党先后出台了"全国儿童保育战略"、"儿童保育十年战略"两大专项战略行动计划,当中详细部署了学前教育改革的实施方案。其执政13年间积累的主要改革经验有:(1)从国家层面谋划学前教育的全局性、长远性地发展;(2)注重公平与效率并重的学前教育改革整体设计;(3)将学前教育改革视作"社会投资国家"战略的重要一环。
Abstract：New Labour put an unprecedented investment in pre-school education reform when it came to power in 1997. New Labour introduced " The National Childcare Strategy "," A Ten-Year Strategy for Childcare ",which arranged implementation of pre-school education reform in detail.The main accumulated experiences of the pre-school education reform during New Labour's 13 years ruling are: 1) pre-planned on the overall and long-term development of pre-school education by central government;2)focused on balancing equality and efficiency of the overall design of pre-school education reform;3) regarded pre-school education reform as an important part of "social investment state" strategy.
