我国中小学校长轮岗现状及其改进路径:县域系统领导力的视角Status Quo of Principals Rotation and the Way Out: From the Perspective of District System Leadership

摘要(Abstract):
义务教育优质均衡发展是国家基础教育发展的战略目标,这其中校长交流轮岗是一个重要抓手。本研究首先对国家相关政策进行文本分析,并结合全国2022名中小学校长轮岗走向的问卷调查,发现我国的校长轮岗目标层次清晰,呈现强制性、周期性和大规模的特点,但以同区位、同类型学校间的校长轮岗为主,且现有措施对校长轮岗可持续性推进的保障不足。在此基础上,本文从县域系统领导力的视角提出改进建议。
