美国评估监控的早期尝试及新进展

摘要(Abstract):
作为一种观念,评估监控在美国有较长的历史。早期的尝试主要集中于测验标准的制定,测验审查以及对独立的测验监控机构的呼吁。但测验审查的效力有限,独立的测验监控机构一直未能成为现实,而比较成熟的测验标准是以心理测量学为基础的。近年来,美国在评估监控实践上有了很大的发展,表现为:依据新的教育评估范式重构了评估质量标准;形成了独立的评估监控机构;完善了评估监控机制;加强了教育者的评估能力建设。
