摘要(Abstract)：

本文对美国国会新近通过的《美国竞争法》中的教育条款进行了概括性的介绍,并从全新的国际竞争形势与美国人才和教育的困境、从报告到政策到立法以及《美国竞争法》通过乃社会各方之努力等三个维度对《美国竞争法》的出台及其教育条款进行了详尽的分析,对了解作为国家创新之源的美国教育改革的基本走向具有积极的参考价值。
